Stephen was born and raised in Marden, Kent. In 1861 he was working at Broad Forstal Farm. In 1871 he was apprenticed to Horace Boot, master wheelwright. He married Ellen Gaskin in 1872. She was a cook and domestic servant.
As soon as they were married they emigrated to USA traveling on “The City of Montreal” from Liverpool to New York arriving on the 15th of May 1872. Stephen was listed as a "laborer" when the arrived, under the name of Usborne.



They moved to Monroe County New York where brother Edward has settled in 1870 and immediately changed their names to Osborne.
                     
In 1877 Stephen and Edward jointly purchase a 58 acre farm in Ogden. He worked the farm for over 40 years. The estimated value of farm production in 1879 was $1,400. He ploughed 47 acres and had 3 acres of orchards, 3 cows, 4 pigs, 37 chickens. They also produced butter, barley, buckwheat, indian corn, oats, wheat, beans, potatoes and apples.
